Established on August 1, 1948, OSI was modeled after the FBI and is tasked with investigating felony-level crimes, including homicide, sexual assault, drug offenses, and domestic violence. They also handle counterintelligence investigations concerning espionage, terrorism, and intelligence threats, as well as economic and fraud-related offenses, such as BAH and Voucher Fraud.

  • Paralegal Libby Kehr is a retired non-commissioned officer from the Air Force, where she spent 20 years handling legal actions as a senior paralegal.   • Investigator Paul Paszkowski is a former United States Army CID Special Agent with over 22 years of experience in evidence collection, conducting interviews with alleged victims, and documenting cases. He spent the last four years of his career at CID at the agency’s headquarters in Quantico, Virginia, as a member of the Investigations and Operations Directorate. Currently, Paul works as a defense investigator for Capovilla and Williams, where he provides essential support to clients and assists the team in uncovering the truth.   • Investigator Denny Richter has over 26 years of military service and more than 14 years of experience in criminal investigations. He utilizes his expertise, skills, and training as a detective, fraud examiner, certified crime scene technician, and supervisor of investigative teams. As a former Army CID Special Agent, Denny has investigated hundreds of complaints related to offenses under the Uniform Code of Military Justice and U.S. federal statutes. These offenses include sexual assaults, incidents resulting in death, fraud, aggravated assaults, domestic violence, child abuse, narcotics offenses, property crimes, kidnappings, cybercrimes, and other criminal activities. Denny is well-versed in the military criminal investigation and military justice systems across all six branches of the U.S. Armed Forces: the Army, Navy, Marines, Air Force, Coast Guard, and Space Force.
  • Investigator Justin Powers has extensive experience as a federal agent with the Air Force Office of Special Investigations (OSI). In his role as a Special Agent, Justin conducted thorough investigations into criminal activities, fraud, and counterintelligence, addressing threats to national security, federal law, military law, and violations of military regulations. He led investigation teams on high-profile cases and coordinated efforts with multiple federal agencies, including the FBI and the Department of Homeland Security (DHS). Today, he is committed to uncovering the truth and helping our clients defend themselves against unfounded allegations that threaten their freedom, careers, and futures.
  • Investigator John Snedden previously served as a Special Agent in the Naval Criminal Investigative Services (NCIS). During his time with NCIS, John was responsible for felony criminal investigations and foreign counterintelligence operations worldwide. His cases included homicides, assaults (including sexual assaults and child sex abuse), computer crimes, money laundering, financial crimes, fraud, bid-rigging, larceny, forgery, and drug offenses/suppression operations. Today, John utilizes his extensive investigative and military experience to help clients build their cases, develop robust themes and theories of defense, and uncover evidence often overlooked by military investigative agencies.
  • Investigator Austin Slate has more than eight years of experience in criminal investigations. Austin has worked on several high-profile cases, including US v. Bowe Bergdahl and US v. SGT Jamal Williams-McCray, among other court-martial cases. In addition to these significant investigations, Austin routinely handles matters such as General Officer Memorandums of Reprimand (GOMORS), separation boards, boards of inquiry, FLIPLs, AR 15-6 investigations, and various military administrative issues. Today, Austin is one of our top investigators, dedicating his life to helping Soldiers overcome unfounded or weak allegations of misconduct.
  • Investigator Kevin Bickford is a highly decorated military justice investigator with more than 15 years of experience as a police officer and CID Special Agent. Before joining Capovilla and Williams as a contracted investigator, Kevin served as a CID Special Agent at Fort Hood, Texas, Fort Belvoir, Virginia, and as a U.S. Army Trial Defense Investigator at Fort Campbell, Kentucky. At Capovilla and Williams, Kevin primarily supports the Military Justice Team, diligently working on behalf of clients to uncover valuable evidence for court-martials, separation boards, and various administrative matters.
