Navy and Marine Corps NCIS Defense Attorneys

When You’re Investigated By NCIS, You Deserve Nothing But The Best By Your Side!

At Capovilla & Williams, we stand by our Sailors and Marines facing bias investigations conducted by the Naval Criminal Investigative Service (NCIS). Few federal agencies in America are more misunderstood than the NCIS. We have all seen the TV shows—NCIS, NCIS: Los Angeles, NCIS: New Orleans, NCIS: Hawaiʻi, NCIS: Sydney, and NCIS: Tony & Ziva. These shows depict NCIS as an honest organization, equally committed to justice for both alleged victims and the falsely accused.

However, at Capovilla & Williams, we have witnessed far too many investigations by NCIS that are biased, incomplete, and politically driven, which contradicts their image in popular culture. We have seen NCIS agents induce false confessions, lie about evidence, and violate the rights of our clients. While we respect all law enforcement officers, our loyalty lies with the Marines and Sailors who are fighting for their lives against false allegations.

The good news is that the team at Capovilla & Williams has an outstanding track record of helping Sailors and Marines navigate NCIS investigations and avoid criminal charges related to felony level allegations. We have assisted hundreds of Sailors and Marines who are being investigated by NCIS.  In fact, based on data we compiled in 2025, less than 5 percent of the Marines and Sailors who hired us while under investigation faced court-martial charges. These statistics highlight our dedication, skill, resources, and expertise in assisting every Sailor who seeks our help. Soldiers, Sailors, Airmen, and Marines are our mission at Capovilla & Williams, and we pride ourselves on being the best in the world at what we do.

Unveiling The True NCIS: A Journey Behind The Curtain To Discover Who They Really Are!

NCIS is the primary law enforcement and counterintelligence agency for the U.S. Navy. They typically investigate felony-level offenses. Their mission is to investigate these serious crimes, prevent terrorism, and ensure the security of the U.S. Navy and the U.S. Marine Corps. Interestingly, NCIS is a civilian agency. Its special agents are federal law enforcement officers and do not need to have served in the military.

NCIS is known for its global presence and operates as an organization with nearly unlimited resources. Its headquarters is located at MCB Quantico, Virginia, and it claims to have presence in approximately 191 locations across more than 40 different countries. Special agents are stationed at every major Naval installation and can be found onboard all major U.S. aircraft carriers and amphibious ships. Additionally, they run a Multiple Threat Alert Center that operates 24/7.

However, it’s important to acknowledge that, in recent years, NCIS has gained a reputation for biased investigations that often prioritize the alleged victims’ perspectives, frequently at the expense of the rights of the accused. There are documented instances where NCIS agents have produced biased summaries, submitted incomplete reports, and overlooked evidence that could benefit those being investigated. If you are facing an NCIS investigation, do not attempt to navigate this process alone. It’s essential to seek experienced assistance to protect your rights and ensure you receive fair treatment throughout the investigation.

Your Ultimate Guide To Safeguarding Yourself During An OSI Investigation: A Step-by-step Plan

Every Marine and Sailor who hires us can expect a dedicated team ready to address any false or weak allegations. Our team has over 300 years of combined experience in military law. When you hire us, you will be assigned a complete team that includes a dedicated and experienced military attorney, a paralegal, and a full-time investigator—often a former special agent—all committed to providing you with the strongest support possible. Your defense is our top priority! We take pride in being one of the few firms that can offer such extensive resources to help you fight back, clear your name, and protect your future.

Our philosophy is straightforward: we deliver the best team, create a strategic plan to help you achieve your goals, and relentlessly defend your interests. We don’t sit idle while NCIS attempts to incriminate you. We proactively keep you informed about your case’s status, advocate fiercely with military prosecutors and the Office of the Special Trial Counsel (OSTC) to safeguard your interests, and conduct thorough investigations to develop a robust theme and theory of defense from the get-go—when it’s tactically advantageous. We leverage our prestige, resources, and proven track record of success to position you for success. We do not just sit back and let NCIS screw you over.

We are not Defense Service Officers (DSOs), who must answer to a chain of command. We don’t hang out with NCIS or military prosecutors aiming to charge you. We don’t train with them, grab coffee, or consider them friends. Our loyalty lies solely with you, your career, and your future. We answer only to you, giving us the freedom to commit ourselves fully to your case. As trial attorneys, our reputation precedes us in courtrooms nationwide, giving you an unparalleled advantage.

Navy prosecutors and NCIS Agents seek easy targets; our mission is to make it as challenging as possible for them. We embrace our mission every single day. As the proud hosts of the nationally acclaimed Military Justice Today Podcast, we invite you to tune in here.

Our Results Speak For Themselves! We Have Achieved Remarkable Success In Challenging NCIS And Their Bias Invesigations

At Capovilla & Williams, we boast a rich and distinguished history as top-tier Navy and Marine Corps Defense attorneys, having successfully navigated hundreds and hundreds of NCIS investigations. We have fiercely represented Sailors and Marines facing an array of allegations under the UCMJ, including serious offenses such as sexual assault, domestic violence, fraud, homicide, DUI, kidnapping, assault, AWOL, conspiracy, false official statement, conduct unbecoming an officer, adultery, maltreatment, and many others. Our team stands out as the best in the country, equipped with the resources and expertise to empower you in your defense. Don’t stand by while the NCIS attempts to undermine your future; take action, create a game plan, and enlist the finest in the field. Together, we will protect your name, reputation, and career with unwavering determination.

Over the years, we have had the great privilege of representing Marines and Sailors of all ranks, jobs, and backgrounds. We have successfully advocated for distinguished Navy Divers, Senior Officers, Information Systems Technicians (IT), Hospital Corpsmen (HM), Master-at-Arms (MA) responsible for security, Aviation Machinist’s Mates (AD), and various logistics and administrative Sailors including Logistics Specialists (LS) and Yeomen (YN). We have also stood by previous MARSOC commanders, Naval Electronics Technicians (ET), and air traffic controllers alike.

One of our significant successes against NCIS involved defending a decorated Marine Corps Colonel who was accused of sexually assaulting and abusing his wife. After a notably biased and one-sided investigation, NCIS concluded that there was probable cause to court-martial this esteemed officer. He hired Capovilla & Williams to combat these unfounded allegations.

Our investigator quickly uncovered that the allegations made by our client’s wife surfaced only after she was caught in an adulterous affair. By the time we concluded our defense, not only did our client avoid criminal charges, but all accusations against him were dropped. He ultimately retired with full honors and benefits.

We had the great privilege of representing a decorated Navy Underwater Construction Diver responsible for building, repairing, and maintaining underwater infrastructures for the Navy. This Petty Officer faced more than 75 years of confinement after NCIS concluded that he had sexually assaulted two different women. During the trial, we successfully cross-examined the lead NCIS agent, exposing the weak, unsupported, and biased investigation conducted against our client.

Several important witnesses were ignored, and evidence that should have been collected was not. Additionally, the credibility of the accusers’ versions of events was never questioned. Notably, one of the accusers only made her allegations after her husband was placed under investigation for making racist remarks towards our client. Ultimately, this Sailor was fully exonerated and found not guilty. It was a significant win for justice and the truth.

We were extremely proud to represent a junior Marine who had been falsely accused of child exploitation. During the court-martial, the judge ordered a continuance after we highlighted discrepancies during cross-examination of the NCIS agent, who failed to document evidence that exonerated our client. During this cross-examination, the NCIS agent ultimately admitted that he had confirmed the age of one of the alleged “child” victims to be over 18 years old but had never reported this finding in his investigation. As a result, the judge ordered an immediate hearing to address this unethical behavior and subsequently declared our client not guilty of all charges. . These accounts do not include the scores of Sailors and Marines whom we have represented through NCIS investigations that were never charged with a criminal offense, thanks to our efforts. Our first and most important task is to get the allegations against you dropped before you ever face a court-martial. This is why we employ six former special agents on our team and have built one of the largest and most experienced military defense firms in the nation. We will stand beside you, develop a plan, and execute that plan. Do not sit idly by and let NCIS ruin your life. Take action, be strong, and do not accept the status quo.
